Azure Portal is mother of all then why not Azure portal will be the answer ? This is bigger set and should be correct always, pls correct me if I am wrong.
No you can't because you access it from Purview or 365 admin center( Compliance used to be under the service trust portal). You will need global admin rights to be able to even use a trial.

Go to the Microsoft Purview compliance portal or the Microsoft 365 admin center.
Sign in using your Microsoft 365 global administrator account.
In the portal, select Compliance Manager from the left navigation pane.
You’ll arrive at your Compliance Manager dashboard where you can assess and manage compliance across your multicloud environment

Discontinuation of the "Office 365 Security and Compliance Center"
We are in the final stages of retiring the Office 365 Security and Compliance Center. All solutions and features will soon be fully migrated to the Microsoft Defender portal , the Microsoft Purview portal , and the Exchange admin center .
For quarantined email messages, go to the Quarantine page .
If you continue to use the Office 365 Security and Compliance Center (protection.office.com), please update the internal links or bookmarks to the new portals.
