Bad question. Update Compliance requires at least Basic (or Required) diagnostic data, but can function off Enhanced or Full (or Optional). Answer is correct. "Allow telemetry" mainly used for collecting your computer data and sending it to Microsoft. This is useful for beta tester and insider program.
