After reconsidering, for 2) I would say it must be Power Automate that is responsible for triggering an action even if the Event /Trigger is initiated from the Power BI.

For 2) Could be Power BI as stated in below link "You can set and view data alerts in the Power BI mobile apps and in the Power BI service. They aren't available for Power BI Desktop.
