I don't understand the response to this question, why it is PaaS and not SaaS?

If it's a MS product and you're using it, it'll be SaaS. As the web app is managed by external users, it falls under PaaS

The Intention/catch phrase here is " minimize administrative effort" and that's what PaaS does, it gives some level of control/administration unlike SaaS

A is wrong because SaaS isn't ment to manage web applications, SaaS is just a software, like S4B. C Is wrong because IaaS is the cloud solution with the highest administrative effort (Like virtual machines) D Is wrong, databases are ment to store data ecc...

It cannot be Saas as Saas would mean you're using a pre-built application provided by a third party (e.g., Office 365, Gmail). You must migrate your web application to Azure, so Azure web service is the right tool which you can administrate. Don’t get confuse with the accessed by external users. It does not mean anything. It’s also ambiguous to people. Some were thinking about administrate from outside while it just simply said accessed by external users which means users. The Key is you must migrate your web app to Azure.

Wrong. "Zero admin effort" would mean NO admin effort. "Minimize" implies they still want to administer some of their apps. Saying "Eliminate administrative effort" would necessitate a SaaS answer.

Catch word is "migrate" meaning you will not be using Azure application, you'll use Azure platform to deploy your application. Its your web application and you are not buying this web application from Azure, hence,its definitely not SAAS. Azure App Service is a platform-as-a-service (PaaS) offering that lets you create web and mobile apps for any platform or device and connect to data anywhere, in the cloud or on-premises.

"Manage Web App"....Very simple to know SaaS is not the solution. With SaaS, App is managed by cloud provider/Vendor. With PaaS, its just App and Data you manage. So best solution. Less administrative effort compared to IaaS where you have to manage the middleware as well.
