Hm - they speak of VENDORS, not PARTNERS. Portals are also for partners - did not find anything on vendors.

The key question here is the "Secure" part of website as the layers offered out of the box by portals are just public domain. So answer given is correct!

ABE Question says "must minimize dev costs." If you look at the reference link, a Partner Portal has a note saying how you must install extra options in your environment (Field Service and Project Service packages.) So it would take extra development costs for a secure vendor/partner portal to access CDS/Dataverse. This seems to rule out D being a good answer.
