I just tested a user with the Account Operators group and the tab "Others Users" disappears. So you can't create a kiosk assigned access.
The answer is indeed User11.
When in the "Set up a kiosk" page in Settings > Accounts > Other Users > Assigned Access, it states: To do this, you'll create or select a local account and then choose the only app that it can use (assigned access).
To me, that confirms this answer is correct.
