Microsoft is screwing us over with this question. So the change is Free, but the Reset is Paid. How can you possibly remember all this information for the exam?

Azure AD free does provide MFA but it doesn't provide granular control. So answers provided are correct, if the last situation was 'Allow administrators to control MFA against users accounts' this would require a P1 license.
