You are wrong; this isn't about forwarding emails etc. This is about getting members from a group to assign labels. The only requirement is that the group has an email address, so a distribution list works.
Your answer "you need a security group" is wrong as they do not come with a mail enable feature by default.

The question is "What are the ways to create groups?". It is not asking how to assign permissions.
Only ways to create groups that can be used for assigning labels is using 'MS 365 admin center'.

Yes it is A, B & D, but 365 is not the only way to create groups for Labels, is that is the final way that these groups must exist, On-Prem security mail enabled groups are synced into Azure AD, and by there is also synced/queried into 365 to only after be available to be applied for labels. You could also create any mail enabled group in Azure AD and the same thing will happen afterwards
