I dont get it why is not PHS, the question states it must minimize the need of extra servers, and also it dosent state any need for pass through method. The PHS asure that the login will be blocked in anytime if it is or was blocked on prem.

Yes it does, PHS only authenticate via Azure AD but it does by syncing the hash from on prem, if its blocked on prem it will be blocked on Azure AD auth as well, i dont get it why the answer is Pass through

Yep given answers are correct. "Users are subject to sign-in hour restrictions as defined in Active Directory." this will require pass through auth PTA.

It just asks for checking locked Accounts. A useraccount that cannot logon, because hour restrictions are in place is not locked as such...
