Azure blueprint is the means to enforce a policy. hence the answer is correct

No, Blueprint is the means to CREATE a set of standard stuff, including policies. Policies are enforced just because they are policies.

This threw me off pretty badly. Why is the question talking about configuring a Policy Initiative yet presenting options related to the configuration of a Blueprint....

Because MS is a big troll sometimes with these exams. A Blueprint can contain policies, so you can use blueprints to assign policies.

AZ Blueprints consist of 4 artefacts- RGs, Policy, Roles and ARM templates all of which are scoped to subscription or RGs( top level assignment scope is subscription even though you can define at management group level). BPs Stages - define-->draft-->publish-->assign-->update-->un-assign
