But we are talking about ~new database so not sure how would you reap license benefits?

It also says: "Azure Hybrid Use Benefits must be leveraged for Azure SQL Database deployments". Doesn't matter if they are new or migrated.

Purchasin model: vCore Deployment option: Elastic pool For Azure SQL Database, Azure Hybrid Benefit is only available when using the provisioned compute tier of the vCore-based purchasing model. Azure Hybrid Benefit doesn't apply to DTU-based purchasing models or the serverless compute tier. Azure SQL Database elastic pools are a simple, cost-effective solution for managing and scaling multiple databases that have varying and unpredictable usage demands.

The first comment that "Hybrid Use Benefits is not supported for DTU" is indeed true, but not applicable. These are 30 new databases. With that said - which licensing model (DTU or VCore) would Microsoft recommend as the Microsoft answer?

the answers are correct. DTU model is the one. The 30 databases will be new, not migrated to the cloud and you just need that license when you are migrating the databases. the databases must scale automaticly and in vcore model that is just possible when we have a serverless tier, not an option for this enviorment. DTU is the one

The provided answer is not correct regarding the purchasing model, it should be vCore based, because vCore model allows more configuration possibilities to optimize the cost. The elastic pool option is correct.
