Answer is "No" I agree with rhysabray on question # 127: According to the first small paragraph to this page: https://docs.microsoft.com/en-us/aspnet/core/web-api/advanced/custom-formatters?view=aspnetcore-3.1 --> "ASP.NET Core MVC supports data exchange in Web APIs using input and output formatters. Input formatters are used by Model Binding. Output formatters are used to format responses."
