no it should not be B, filtering (A) is the best option for DISPLAY-ing a selection of data.

One 'could' perform this filter on the data with Power Query. If the data is already filtered by Power Query before it is displayed in the report, then Power Query is the answer. However, even though you 'could' do this with Power Query, I think a Filter on the report side is a better answer. Why? because if you filtered with Power Query upstream, you are now locked into this filter for ALL reports. Instead, use a filter on the report side, and you can have as many different filters as you want or need.
