Identified B with common sense; Compliance policy is used to check if a device meets conditions but does not install or configure anything. An app installs an application and M365 apps are already installed. Device configuration policy in general configures devices and not apps. Leaves B

Well, that's the theory. In practice, the answer is C, I tested that in my tenant. Here is how you get there: Microsoft Endpoint Manager admin center > Apps > All Apps > + Add > App type: Microsoft 365 Apps (Windows 10 and later) > Select > Next > Configure App Suite: Languages > Choose languages needed.

Its C.... App configuration policy only for ios or anroid. You need to create a new xml file to install proofing tools and push it as Windows app. So its C only.

melatocaroca read link you provided - "app configuration policies to provide configuration settings for both iOS/iPadOS or Android apps" and it's for Intune, not for Endpoint Manager.

This can be done with an app. Create a new app for WIndows 10 under the category Microsoft 365 Apps. When configuring you select the Enter XML option and paste the XML snippet from this source: https://docs.microsoft.com/en-us/deployoffice/overview-deploying-languages-microsoft-365-apps#deploy-proofing-tools . That should do the trick, so C. Please correct me if I'm wrong!

With Custom profile using Office CSP you can add install instructions to an ODT prepared package. https://docs.microsoft.com/en-us/windows/client-management/mdm/office-csp Though it works, needs more efforts. I believe that creating an M365 Apps app with the right parameters would be less time consuming. I am for C, creating an App.
