If this question was asking for Remote Desktop access, I would agree with ABC, but because it's asking for WinRM access, ACD is correct. Option B would only allow access for RDP sessions, this would ignore things like Event Viewer connections, PowerShell and others.

That link mentions nothing about Remote Desktop exceptions, so it can't be ABC, it has to be ACD going by the link you posted (which I believe is correct)

I think ACD is correct, the remote administration exception is a server option, it doesn't exist in the firewall predefined rules of Win10.
