must use the principle of least privilege. therefore contributor makes sense over admin. So Member and Contributor are correct answers here.

Answer is: 1. Member 2. Contributor. For 2nd point, the user should have permission to "delete the dashboard", not the workspace. So Contributor level access allows that. If it would have been mentioned "deletion of workspace", then the answer would have been Admin.

Contributors (and members and admins) can "Create, edit, and delete content in the workspace" and "Publish reports to the workspace, delete content." Whereas only members (and admins) can “Publish, unpublish, and change permissions for an app” https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-new-workspaces#roles-in-the-new-workspaces
