A and D are correct. C is incorrect because you can only publish in Power BI Desktop while Power BI Desktop does not have a dashboard. You can only say publish a report in Power BI Desktop or share a dashboard in Power BI Service.

But in the question is not mention that they use Power BI Service...so could be also C instead of D..

well, they are talking about dashboards which is a feature of Power BI service and not available on Power BI desktop so...

CoPilot says - Publish and Share. Once published, users with Power BI account can access the report online and interact with it. By publishing and sharing the report users can view and collaborate on the report.

I would probably just save the report on onedrive and share the file. Why would you want to pay for a premium license just to share the report as a dashboard with users when they are simply looking at an excel sheet.

C is not possible, as PBI Service does not has publish feature for the dashboards.
