In exam 27/06/2022: Production, Test, Sandbox. So "Default" can't be the correct solution, at least not any more, even if the referenced document isn't updated :( . I've checked now our company environments: I see a "default" named and a "test" named, and in Power Platform Admin center I see only the "test" named as Sandbox type. I'm automatically in the "default" named. So I guess it should be the Production type environment.
Strange. The documentation still mentions 'Default' as the default environment which the user start in. No mention of a 'Test' environment. Typically such a test environment is a 'Sandbox' type you would name 'Test'.

Since the answer couldn't be 'Production' (that would just be silly), and 'Test' isn't a thing. Only option left to me is 'Sandbox'. It does have the functionality of the new users as described in the exam question.

Sandbox environments are used for development and testing, separate from production. Provisioning sandbox environments can be restricted to admins (because production environment creation can be blocked), but converting from a production to a sandbox environment can't be blocked.
