when you use "and" that means there are more conditions to meet and less data is available. "or" means that you have more access to data. role 1 can see any data from kentucky from any year. role 2 can see any data from 2020 from any state. if you say only kentucky and 2020 then you have limited your data. role permissions are additive, not restrictive.

Tested, its OR. If user is part of two roles then the tables will be additive and OR condition will be appiled

Correct, it's B. The other possible solution would've been D if one of the tables (dates or city) came from a different source (the limited relationship issue with multiple RLS roles).

Yes, answer is correct (B). I tested. If you would describe RLS in DAX as AND(City[ProvinceState] = "Kentucky", Date[Year] = 2020), then you would get A answer. It would be filtered by both conditions.
