ACD are available for both SQL db and SQL managed instance. While multiple writes and reads for SQL managed instance and only multi read alone is available for SQL db. So it's B

Cross-database/three-part name queries Yes, plus Elastic queries Cross-database transactions Yes, within the instance. Hence, I think B is the answer. native support for cross-database queries and transactions
