Can someone please clarify this aspect regarding Azure SQL Database?
From Microsoft website I can see two different graph of how firewall works:

Internet > Database-Level Firewall rules > Server-Level Firewall rules > Database access
By looking at the different algorithms, if we have an IP allowed in both Database-Level Firewall (for Database1) and Server-Level Firewall (which allows access to every database) we have two different scenario
if 1) is the correct implementation, we can access every database (Database1, Database2, Database3, Database4)
if 2) is the correct implementation, we can access only Database1
Which is the correct one?
