Almost correct — let's clarify:
A Microsoft Power BI dashboard is:
Associated with a single workspace – Yes, a dashboard lives in one Power BI workspace.
Can display visualizations from a single dataset – Not entirely true. A dashboard can display visualizations from multiple datasets and multiple reports, as long as they are within the same workspace.
Can display visualizations from a Microsoft Excel workbook – Yes, if the Excel workbook is imported or connected properly (e.g., via a dataset created from Excel).
Summary:
A Power BI dashboard can display visualizations from multiple reports and datasets (including Excel-based ones), as long as they are in the same workspace.

Why all the questions about Dashboards? The industry uses reports that are part of an App now. I am unsure how to have a Dashboard in more than one workspace.
1. Yes - ONE dashboard...
is associated with a single workspace
(https://learn.microsoft.com/en-us/power-bi/fundamentals/service-basic-concepts)
2. No
3. Yes
Unless the question itself has changed. I do not have any issue with the given answer.
The first question is saying PowerBI is associated with a single workspace which is N.
A dashboard (comprising of TILES representing different data metrics) can only be associated with a single Power BI Workspace.
A workspace in this regard, refers to an instance of PowerBI with all its source data elements.
"ONE dashboard...
- is associated with a single workspace
- can display visualizations from many different datasets
- can display visualizations from many different reports
- can display visualizations pinned from other tools (for example, Excel)"
