With a cutover migration, user accounts will need to be created in Azure Active Directory for each user. The mailboxes are all migrated in one go and MX records configured to redirect email to Microsoft 365.

A maximum of 2,000 mailboxes can be migrated to Microsoft 365 or Office 365 by using a cutover Exchange migration. However, it is recommended that you only migrate 150 mailboxes.

Answer is correct. Cutover migration is best for scenarios with under 2,000 Exchange mailboxes and a non-hybrid Exchange environment (this scenario is migrating to Exchange Online from Exchange on-premises.
