Answer is C: With a hybrid migration, you can migrate the mailboxes in small batches over a period of time which will help to avoid saturating the bandwidth. With the migration wizard, you can configure a migration batch to start outside office hours which would minimize bandwidth usage during office hours. With a hybrid migration, you do not need to reconfigure Outlook to connect to the migrated mailbox. Outlook will automatically detect the new mailbox location. This reduces administrative effort.

ahh, I get it, see over 150 so can't use cutover, its exchange 2016 so staged is not an option which by default gives us hybrid option for the win. If I did not go look this up I would have totally guessed staged incorrectly

You can use cutover for upto 2,000 mailboxes in theory. Staged is possible on 2016, but Hybrid is the answer because it allows you to move the mailboxes in small batches at a time.

But I am confused by the requirement stated: "the solution must minimize administrative effort". Hybrid should be the solution with the most administrative effort.
