I thing B is correct. Because the sentence "Create budget plans to define the revenues for a budget"- is partially correct....it should define the Expenditure too---- for the budget cycle

Yes, it's true.. but only partially. It does not meet the entire goal. It's a common thing that those exam questions are not 100% accurate :-(
