After six years, mainstream maintenance for SAP Solution Manager 7.1 has ended on December 31, 2017. Customers still using the 7.1 release have transitioned to customer-specific maintenance automatically .I think Ans is - No

Agreed. To get full solman support, version 7.2 is currently required for both on-premise and virtual environment. Version 7.1 has been already out of mainstream maintenance. So, answer is No.

I have a doubt about SM 7.1 support in Azure. Reading note 1928533 the OS is supported, the DB2 version is supported, ABAP stack is supported (7.02), the kernel is supported (7.21) but the support for Java AS start from 7.1 while SM 7.1 is Dual Stack with Java 7.02 Components. In case of Dual Stack Split (the Java components will be clearly not supported). I don't find any specific and clear info about this case. Right Answers: Yes?, Yes, No.
