The second question is basically "what the author had in mind", because you can get data from more sources through embedded canvas apps or flows.A lot of these questions are like this and it's incredibly frustrating.

Open a model-driven app that has been enabled for reporting and run the Report Wizard to create a new report. -Yes : Canvas Apps can be embedded within Model Driven Apps as PCF controls. To add a canvas app, the first step would be to place a text field on the form.
