When you choose Power Apps admin center it directs you to Power Platform admin center which allows you to change security.. so the answer for no#3 should be YES

I think it's just from an old question when the Power Platform admin center was still called the Power Apps Admin center. But, both these terms are referring to the same thing essentially. 3 is Yes - All the flows you create in Power Automate for desktop are stored in a Microsoft Dataverse database. There are several ways to create a Dataverse database. Environment administrators can create them in the Power Platform admin center and in Power Apps and in Power Automate for desktop. My name is David, I am used to going to moon. No my name is Sam, I am still used to going to moon. If someone says that does David go to moon then what would be answer i think answer would be Yes David goes to moon. I think in the same way we used to work on roles in power apps admin center before power platform admin but now it is power platform admin so we still can manage roles. Sorry if it looks stupid. i think for number 3 answer is Yes.

The link you provided is for the Power Platform Admin Center, whereas the question specifically refers to Power Apps Admin Center. As the first question refers to Power Platform Admin Center, it is reasonable to assume the "Power Apps Admin Center" is not simply an out-of-date reference to something that used to be valid, and therefore the answer to (3) should be No (as Power Apps Admin Center no longer exists, see https://learn.microsoft.com/en-us/power-platform/admin/admin-guide).

Technically, this should be Yes No No (explicitly states power apps admin center for the 3rd question and power platform admin center in the 1st question. Are we to interprete what the author meant to ask, or what the question states?)
