Creating "an alert" in a SP site doesn't make sense, creating a threat policy in the Compliance Center (MS Purview now) does. Create an Alert policy based on activity type Site administration activities > Changed a sharing policy

No option to alert on policy modification from the SPO site. Only file/folder mods. Not sure where policy mod notifications are set...if they exist.

In Office 365 Security and Compliance Center, you can create an alert polity based on activity "Changed a sharing policy".

Absolutely! https://protection.office.com/alertpolicies "Changed a sharing policy" An administrator changed a SharePoint sharing policy by using the Office 365 Admin center, SharePoint admin center, or SharePoint Online Management Shell. Any change to the settings in the sharing policy in your organization will be logged. The policy that was changed is identified in the ModifiedProperty field property when you export the search results. Answer should be Yes

NONE of that is a "from the Sharepoint site", which is what the question is asking. Sharepoint site alerts are for alerting on e.g. document changes, not policy changes. Did you even read your own answer?
