the question clearly states "Each correct answer presents a complete solution" so it is basically asking us to outline every way the solution will be reached from Subscriptions to Resource Groups or Resource Groups directly.

Just so you know when to use what: if billing granularity isn’t a concern and you’re more focused on organizing and managing resources, using multiple resource groups could be a suitable approach. However, if you need to separate billing per department, then using multiple subscriptions would be more appropriate.
