Answer should be D - Calling Plans do not require a Voice Routing Policy, but an additional license: Set-AzureADUserLicense - Used to apply PhoneSystem and Calling Plan license Set-CsOnlineVoiceUser - Used to apply Microsoft Phone Number to the User Set-CSUser - Enables the User for EnterpriseVoice

I'm with you on this one, though the question (as is typical from Microsoft) is a little ambiguous in their awful wording. They say you need to make calls to THE PTSN, not THROUGH the PTSN so D seems to be correct.

Answer should be D with the selection provided. But, the Set-CsOnllineVoiceUser & Set-CSUser cmdlet had been deprecated, and replaced by Set-CsPhoneNumberAssignment for phone number assignment and EV enabling. So, this question should be updated with new PS cmdlets: D: Set-AzureADUserLicense, Set-CsPhoneNumberAssignment

D is correct. Grant-CsOnlineVoiceRoutingPolicy is only for Direct Routing and the question says they are using a Microsoft Calling Plan.

Grant-CsOnlineVoiceRoutingPolicy is for direct rounting, here says "pilot project will use a Microsoft Calling Plan" so B is wrong and D is right
