B is Correct Log in to Microsoft Teams and go to the Teams Admin Center. In the Teams Admin Center, select “Groups” from the left navigation menu. Click the “+” button to create a new group. Choose “Security” as the group type. Give your group a descriptive name and add a description, if desired. Add members to the group by searching for their names in the Microsoft 365 directory.

Yes you are correct. They've added the ability to use M365 groups. Originally it was only security groups, but now both can be used.

To restrict who can create Microsoft 365 Groups, follow these steps: Log on to the Microsoft 365 admin center at https://admin.microsoft.com. In the left menu, expand Groups and select Active Groups. Select Add a group and create a group. Give it an intuitive name like M365GroupCreators. Add any users to this group, which you want to be able to create other M365 Groups, and by extension, Teams. Now, access https://docs.microsoft.com/en-us/microsoft-365/solutions/manage-creation-of-groups?view=o365-worldwide and copy the PowerShell script from that page. Edit the first line so that it matches the name of the group you created in step 3. Run the script. Wait at least 30 minutes for this to take effect. Fisher, Ed. The current article version states that either a security or Office 365 group is fine: "If your business requires that you restrict who can create groups, you can restrict Microsoft 365 Group creation to the members of a particular Microsoft 365 group or security group." https://docs.microsoft.com/en-us/microsoft-365/solutions/manage-creation-of-groups?view=o365-worldwide The current step 1 and step 2 of the article use an Office(Unified) group as example. So as of today, both B and C are absolutely correct. It seems that in the past, only security group was allowed, hence the original answer was B.

I think B is correct, here is why: what happens when a Microsoft team is created? When a Microsoft team is created, a corresponding Microsoft 365 group, which includes a group inbox and calendar in Outlook, a SharePoint site, and OneNote. Microsoft 365 groups are used for collaboration between users Security groups are used for granting access to Microsoft 365 resources, such as SharePoint. https://docs.microsoft.com/en-us/microsoft-365/admin/create-groups/compare-groups?view=o365-worldwide

"If your business requires that you restrict who can create groups, you can restrict Microsoft 365 Group creation to the members of a particular Microsoft 365 group or security group." Under Step 1 there is a reference to an instruction how to create a security group. It's quit difficult now. But with the hint about how to create security groups I'll choose in this case B.
