Correct (B) - question does not indicate that company has SharePoint on-prem farm. If it had one, then.. maybe - depends on volume of data. Since there is no mention of having one, setting up from zero is very expensive (licence + physical servers + personnel) - it pays off only for large volume in long term

Incorrect. Question did not stated that company has SharePoint on-prem farm. Even if you ignore this fact, licence + server + personnel costs are comparable only at very large amounts of data.
