Power BI premium has a limit of 48 scheduled refreshes a day while power BI pro licenses allow only 8 refreshes a day and remember the question says ' You need to publish Model1 and schedule the model to refresh 12 times a day' therefore Premium Per User (PPU) is the correct license mode to use.
