Allow means point-to-point inclusion and block means point-to-point exclusion. In the Scenario, only Engineering can talk with HR and vice versa, so the first is "no". Same goes for the second since User1 (HR) can only talk with User5 (engineering) and vice versa. These policies are not in conflict with the other 2 so, in my opinion, is NNY

IB policies determine communication limits or restrictions. When you define IB policies, you choose from two kinds of policies: Block policies prevent one segment from communicating with another segment. Allow policies allow one segment to communicate with only certain other segments. By that logic the second becomes no.
