No, you cannot use a single route filter with a single filter rule if you need access to multiple Azure services like Azure Backup and Azure Cosmos DB. Each Azure Service Has a Unique BGP Community Value. A single filter rule in a route filter can only specify one BGP community value. "Microsoft peering and Single filter rule" There is only one rule available, but with several possibilities. So one rule but you configure service for backup and Cosmos DB.

you create 1 rule filter (as Azure resource), inside the rule filter you manage the (one and only) rule with "manage rule" button and select "Allowed service communities"
