As per https://learn.microsoft.com/en-us/azure/vpn-gateway/vpn-gateway-about-point-to-site-routing#multis2s to access Virtual Networks that are connected to another Virtual Network using S2S VPN, BGP must be used. Therefore, only VNET 1 and VNET 2 are accessible by both Windows AND Non-Windows clients.

VNet1 and VNet2 only, S2S does not support OpenVPN. Answer is B for both.
