Only a Domain Admin can create domains. Domain Contributor cannot access the domain tab. https://learn.microsoft.com/en-us/fabric/governance/domains#domain-roles

After further research it appears only a Fabric Admin can create Domains. https://learn.microsoft.com/en-us/fabric/governance/domains#create-a-domain
