I think it is correct, but only if User1 is able to join the device to the tenant. A registered device can also be enrolled in Intune using the MDM user scope management but I guess here the correct solution is to join (not register) because it is a corporate device: https://learn.microsoft.com/en-us/mem/intune/enrollment/windows-enroll#:~:text=Simplify%20device%20enrollment%20by%20enabling%20automatic%20enrollment%20in%20Microsoft%20Intune.%20This%20enrollment%20method%20enables%20devices%20to%20enroll%20automatically%20when%20they%20join%20or%20register%20in%20Microsoft%20Entra%20ID.
