No Scaling out (increasing the instance count) does not minimize costs; it would actually increase them because more instances of the App Service Plan would be running. To minimize costs, you could scale down to a lower tier that still supports autoscaling (such as the Standard tier if autoscaling is required) rather than scaling out.
