No, that answer is incorrect and could confuse people. Microsoft recommends that external users be licensed in a separate subscription as a best practice. You would be right if it weren’t for the fact that option D includes the following: "Add a new host pool." With this, you would no longer have access to app1 because it would be in the other host pool, which automatically eliminates option D. However, I insist that the part about creating a new subscription for external users is correct.
