I think the answer is as follows. Create a custom model project and link the project to sa1 Upload five sample documents. Apply labels to the sample documents. Train and test the model.

Since the upload of the documents is done to the storage account, which is already present before we create the custom model project, I think the order in the original answer given is correct.
