I think it shold be: - all users - all groups: you cannot delete a group if a role is assigned, not a license

You can't directly delete a group that's been assigned licenses. You'd need to first unassign the licenses from the group. After that, you can proceed with deleting the group. This ensures that the licenses are properly managed and reassigned if necessary before the group is removed.

Correct, Users: You can delete all users (User1, User2, User3, and User4) regardless of whether they have licenses or not. Groups: You can only delete Group1, as it has no assigned license and no dependencies
