NSG with inbound is prerequisite for JIT configuration. The virtual machine must be associated with an NSG that controls inbound traffic. JIT works by modifying the NSG rules temporarily to allow access for the defined time window. Subnet 1 and Subnet 2 have NSG assigned -> JIT can be enabled. -> VM1 and VM2 can have JIT VM3 NIC also has NSG assigned -> JIT can be enabled.
