I was thinking "tabs" as "Worksheets" in a workbook, but "Tab order" is about the order a users using keyboard would move by clicking the Tab key. Links shared in this conversation are detailing that option

It's a single page report so there can't be a tab order so B X position would be correct

Actually, I think tab order may be wrong. They said it's a single page report....so hence there is only one tab! In that case, it should be X position. Can't figure out how to delete my previous answer

Tab order is correct. Dont think about the report tab, thats the throw-off. Think tab as in pressing the tab key on your keyboard on a webpage. As you tab thru the page, certain fields get highlighted. So for this example, you want to "tab" thru the report in the correct order: the order should be the flow in which a user reads a report. reference: https://learn.microsoft.com/en-us/power-bi/create-reports/desktop-accessibility-creating-reports
