Answer B is correct. you need to go to TAC-->Voice->Calling Policies-->Manage policies-->select and edit a policy -->SIP devies can be used for calls --->Turn On-->Save

I think it's answer B. The use of SIP devices is deactivated by default and must first be activated in the calling policies. Otherwise you cannot register the devices and make calls.
