In theory what you writing is right.. but if you test it you will discover that Intune can actually wipe (full wipe, personal data included) also personal Android and iOS devices

Device 1 & 2 for both. WIPE is not available on user enrolled iOS/iPAD device and personally enrolled Android devices.

In the tenant I work in Company Portal is used for MDM enrollment on personal mobile devices where the users enroll using the "personal device" option. The wipe function for IOS and Android DEFINATELY IS AVAIALBE even after choosing personal device as the enrolling user. In the company documentation it is strictly not to be used unless the device is lost or stolen and the user requests it to be wiped. This is why it is available.

Device 3 is user enrolled, meaning it will have a work profile and wipe action therefore is not supported. "Wipe isn't supported on: Android Enterprise personally owned devices with a work profile Linux" https://learn.microsoft.com/en-us/mem/intune/remote-actions/devices-wipe#supported-platforms-for-wipe-device-action Correct me if ai am wrong

The important bit for the second option in the below doc is: For Windows 10 version 1709 or later, you also have the Wipe device, but keep enrollment state and associated user account option. If this option is selected, the following user account details are retained.
