Partner topics doesn't support thousands of subscriptions. only 100 per Azure Subscription https://learn.microsoft.com/en-us/azure/event-grid/quotas-limits

No. Partner topic is for customer to send events to another system or application. "This feature also enables customers to send events to partner systems that support receiving and routing events to customer's solutions/endpoints in their platform. The question is wrong. Change 'partner topic' to 'custom topic' . With 'custom topic', it did not meet the goal, need 'event domain'

The only possible solution is an event domain, not a custom topic. Because a custom topic is limited to 500 subscriptions. Which does not meet the requirement.
