Answer is correct because file1 is marked as record and user cannot deleted before. After 1 January file will be deleted automatically. So users never can delete file1.

I think its asking, what can "user" do during the 2 yr period run. Verses what happens with file after 2 yr period.

I think the answer is correct for the first one. As the retention setting is 2 years, the file gets automatically deleted after these 2 years. The user can do this. And within the first 2 years, the user is not able to delete the file themselves.

I find the answer "Never delete the file" as absolutely wrong. It can be deleted after the retention period expires.

The *user* can never delete it, though, because the file will be retained until the two year mark and then deleted by the policy when it hits two years. There is no moment in that timeline when the file is no longer being retained but still exists for the user to take the delete action.
