While eDiscovery Managers can create case holds, they also can only access and manage the cases they create. They can't access or manage cases created by other eDiscovery Managers. So in this case Admin 3 needs to be at least Discovery administration role. Answer is D

eDiscovery Administrator role does not exist and eDiscovery Administrator (without role) is a member of the eDiscovery Manager role: more info: https://learn.microsoft.com/en-us/microsoft-365/security/office-365-security/scc-permissions?view=o365-worldwide So I think the answer is B, because you cannot add Admin3 to a eDiscovery Administrator role group

when looking deeper I see that within the eDiscovery Manager role you can choose between adding someone to eDiscovery Manager or eDiscovery Administrator. if you want to create a hold you need to be an eDiscovery Administrator (withoud role group). so the answer which fit the best is D.
